
The TTX CORE 25-A will address critical challenges associated with hybrid threats in the Arctic region, focusing on the protection and resilience of energy operations, supply chains, and critical infrastructure, with particular emphasis on the maritime domain and technological challenges unique to the Arctic. The exercise will provide a collaborative platform to analyze scenario-based hybrid threats and ensure the effectiveness of NATO’s collective response to potential disruptions in critical infrastructure and energy supplies.
This exercise is co-organized by the NATO Energy Security Centre of Excellence, European Commission Joint Research Centre (JRC), US Naval Postgraduate School (NPS) Energy Academic Group (EAG), and Ted Stevens Center for Arctic Security Studies (TSC).
TTX will take place on 3-7th of November 2025 in Sweden. Event will be divided into three phases that includes an academic seminar, the tabletop exercise, and the distinguished visitors’ day.
The exercise will convene a wide range of stakeholders from across the Euro-Atlantic community. The primary training audience includes:
- National institutions responsible for securing maritime and offshore energy installations
- Energy system operators
- Industry representatives and public institutions critically dependent on maritime and offshore energy infrastructure
- Civil emergency planners
- Armed Forces and Coast Guard representatives
- NATO, European Commission, and Joint Expeditionary Force (JEF) institutions
The secondary training audience will include academic institutions, policy experts, and discussion forums, bringing additional perspectives to the continuum of crisis response.
