The NATO Energy Security Centre of Excellence (NATO ENSEC COE) was represented by Dr. Reiner Zimmermann and Kristina Rimkūnaitė at the 25th Berlin Security Conference, held on 3-4 November 2026 in Berlin, with Lithuania as the partner nation. The conference brought together representatives of governments, armed forces, international institutions and industry to address European and Euro-Atlantic security challenges.

The conference agenda placed credible defence, NATO–EU cooperation, hybrid warfare, critical infrastructure protection, resilience and total defence within a common strategic framework.

Energy interdependence also featured in Ukrainian President Volodymyr Zelenskyy’s address to the conference. He emphasised that no country can rely solely on its own energy system and highlighted the importance of cross-border connections, cooperation and solidarity in responding to blackouts. His remarks reinforced the relevance of collective preparedness and civil-military cooperation to energy security.
