The NATO Energy Security Centre of Excellence (ENSEC COE) successfully hosted FORTE 2025” – Future Operations: Resilience in Transitioning Energy on 16–18 September in Vilnius, Lithuania. This year’s theme, “Power in Partnership: Civil-Military Synergy for Energy Security,” brought together more than 200 participants from NATO Allies, NATO Partner Nations, industry, academia, and civil society.

Over three days, FORTE 2025 became a dynamic platform for dialogue, knowledge exchange, and collaboration on the pressing challenges of energy resilience. Distinguished keynote speakers and panelists highlighted the urgent need for robust civil-military cooperation in light of today’s evolving security environment.

Key Highlights

• Lessons from Ukraine: Participants discussed how the war has reshaped our understanding of energy as both a vulnerability and a strategic capability.

• Innovation & Technology: Sessions explored how operational energy solutions and new technologies can provide a decisive advantage in multi-domain operations.

• Infrastructure Resilience: Experts examined how to strengthen both military and civilian infrastructure against hybrid threats, cyberattacks, and supply disruptions.

• Whole-of-Society Approach: The conference underscored that energy security requires not only military readiness but also cross-sector engagement with governments, industries, and communities.

Beyond discussions, FORTE 2025 offered valuable opportunities for networking and collaboration. Participants enjoyed a cultural programme, including a guided tour of the Palace of the Grand Dukes of Lithuania, reflecting the host nation’s rich history and vibrant future.

Looking Ahead

Reflecting on the event, Colonel Gytis Kazokas, Director of the NATO ENSEC COE, stated: “Energy security is no longer just a technical matter — it is a core element of resilience and defence. FORTE 2025 has shown the power of bringing together military, civilian, academic, and industrial perspectives to tackle challenges that no single sector can solve alone.”

FORTE has become a flagship annual event for advancing NATO’s and partners’ understanding of energy security and resilience. The insights shared in Vilnius will inform ongoing projects, policies, and innovations within the Alliance and beyond.
