The target audience for the exercise includes national institutions (ministries, agencies, departments) responsible for the security of maritime and offshore energy installations, energy systems operators, representatives of industrial sectors or public institutions, civil emergency planners, representatives of Armed Forces and the Coast Guards, representatives of NATO and European Commission institutions, and the Joint Expeditionary Force.

During the planning conference, the exercise scenario, design, timeline, venue, participation details and other matters were discussed. Conference was held with participation in-person and online.
