A massive outage that has paralyzed nearly all of Spain has caused severe disruptions at Madrid’s airports and across the railway network throughout much of the Iberian Peninsula, where train traffic has come to a complete halt. The metro is shut down, and many flights have been canceled. Spanish authorities have urged citizens to remain at home, while an investigation is underway to determine whether a cyberattack may be behind the blackout. In response to such threats, NATO’s Energy Security Centre of Excellence (ENSEC COE) organizes an annual exercise called Coherent Resilience (CORE), designed to prepare NATO member states and their partners to respond effectively to major incidents affecting critical infrastructure. Energy security is essential not only for defense and the civilian sector but also for both public and private domains, where interdependencies make resilience a shared responsibility.
